The second biggest city of France, Marseille has quietly proven that breaking free from Big Tech solutions is not only possible but sustainable at scale.

“In a July 2025 interview, Caroline Rattier, CIO of the City of Marseille, reaffirmed the city’s long-standing open-source policy and its central place in the municipality’s overall digital strategy, a policy now championed directly by the elected official in charge of digital affairs. Beyond office tools, Marseille deployed BlueMind in 2020 as its collaborative email platform, along with a full suite of integrated collaboration tools provided by a French systems integrator. It’s a remarkable example that shows, despite the challenges, open source, sovereignty, and usability can truly coexist over time. Many talk about it but few actually make it happen!”
